Government System

This is...confusing. So who, exactly, holds the balance of power, between the Pres and PM? --Penta 23:46, 3 Jun 2004 (UTC)

The PM is the one who is really in charge. the president is just a figurehead, despite having the power of droping the atomic bomb of parliament dissolution, like he did recently. -- Vasco

Appart from a few important powers, such as the dissolution of parliament and vetoes of laws, the president is mostly a representative politician, both in internal and external cultural relationships. More or less the equivalent to the royal family in a constitutional monarchy, but under a repubican, with all the implications that fact bears. (17 jan 2005)

One should think of moving the President from the executive branch, as this is not correct. The President is above the executive branch. 213.30.116.106

I created the article Government of Portugal because in my humble opinion the parts about the government in the article Politics of Portugal speak only about individual governments. Portugal is not a classic semi-presidential republic. The president holds no legislative power. He just holds the power to veto legislation, and even in that case, the parliament may still approve the vetoed law, ignoring the president's reasons to oppose it.
