For your first question: go to Special:Upload, but MAKE SURE that the images are non-copyrighted. Read Wikipedia:Images before you upload any images.

For your second question: that wouldn't work. You can't give users the ability to delete "certain" pages, it's either all or nothing. We can't give all users deletion capability, because many of them would abuse it. However, you can ask any admin to delete subpages, or you can even leave them undeleted (so you can reuse them). ugen64 01:09, Sep 23, 2004 (UTC)

To answer your last question, adminship is voted upon at Wikipedia:Requests for adminship, and technically "handed out" by Wikipedia:Bureaucrats. However, you must receive a concensus at RFA (at least 75%, normally), and have been an editor of good-standing and experience. ugen64 02:30, Sep 24, 2004 (UTC)
