1. The sixth meeting of the Task Force on the Health Aspects of Air Pollution, held in Bonn (Germany) from 22 to 23 May 2003, was attended by 21 experts. They represented 12 Parties to the Convention, the European Commission, the EMEP Meteorological Synthesizing Centre-West (MSC-W), the Centre for Integrated Assessment Modelling (CIAM) and the World Health Organization’s European Centre for Environment and Health in Bonn (WHO/ECEH). The Meeting focused on the assessment of the health impacts of particulate matter and ozone.

Hi, your Russian user talk page appears to be protected from editing at the moment? I'll try re-posting this on that page later, if I don't get a response here.

The ban relates to the page Shusha. If you look at its history, you can see that Sfrandzi broke the three revert rule on this page. However, he also made a change exactly identical to that of User:217.10.38.105 - see the two diff between their changes: [1].

This edit of Sfrandzi's came almost immediately after the anonymous account was warned about the the three revert rule. All of this came to my attentiona the administrator's noticeboard. Looking at Sfrandzi's contributions, I noted that his was a very new account used only on a few similar pages, and one which shows immediate knowledge of how to edit wikipedia. Similarly, I noted that his contributions began at almost the same time as 217.10.38.105's and were on almost identical pages.

Based on all this, I thought it was reasonable to presume that the Sfrandzi account had been created for the purpose of disruptive sockpupettry, and deserved and indefinate ban. Clearly, if I hear evidence to the conterary, I'd be happy to at lest reconsider. --Robdurbar 09:03, 3 November 2006 (UTC)[reply]

Hi! Thank you for your response - I forgot that my talk page is semi-protected against unregs, and as you were not registered in RuWP, so you were not allowed to answer there.

Now I see your grounds for Sfrandzi's ban - but the thing is we are not that harsh in RuWP on this sort of thing (here, sock puppetry is mostly considered an offence when used in voting, etc.) and the Three-revert rule is actually not effective here - we did a translation of it into Russian last May yet preferred not to even put it to the vote, considering it irrelevant for our specific situation (adoption of this rule might, IMHO, result in edit wars on a wide scale, with lots of users on each side).

As a matter of fact, we almost never have to deal with it here, so maybe that was why Sfrandzi did not pay attention to the warnings he got - especially as they came from the user (if I am not mistaken) who is in conflict with Sfrandzi here in RuWP over the matter of Nagorno-Karabakh (Shusha, etc.) - Sfrandzi sticks to the pro-Armenian posture, and his opponent, to the pro-Azerbaijani one. I am well familiar with both of them, and even tried for some time to act as an intermediary between them.

I think that before I ask you to reconsider your action against Sfrandzi I had better talk to him first and see whether he is going to act in a more peaceful manner. As for myself, I do not actually consider him disruptive - though he surely is sometimes very biased - but very competent, I assure you. I guess we all may be biased sometimes - at least I can say as much for myself.

Anyway, thank you - and I hope we can have this matter settled.

By the way, Sfrandzi in RuWP is ru:Участник:Павел Шехтман - you are welcome to check his contribution. It's really not that bad. Of course, if you can read Russian :-) He made his first edits in enWP as an unreg - so actually all his offence amounted to registering himself. :-) Wulfson 19:56, 3 November 2006 (UTC)[reply]

OK, well I'm happy so long as you're endorsing him, and there's no formalities needed. By the way, I might now ask you to return the favour in a way. I created an account at RuWp when you first contacted me, so I could respond on your talk page (which I figured was only semi-protected). Anyway, I just tried to edit there now, but my IP had been blocked with the message Auto-added for persistent vandalism; possible open proxy.
The IP is from the University of Durham, and shared by thousands of students. I don't know the full details of the ban or the pattern of vandalism, but you might consider looking into an unblock for that? Hi Wulfson. You are making a very successful career in ru_wikipedia, as I can see. And very nice progress with the "Wikipedia RU". So success on all fronts. FYI I asked Alex Bakharev's help in checking whose sockpuppets were those whom you attributed to me. As my personal IP guard, you certainly know that these sockpuppets have nothing to do with me.
