I'm going to be bold and just redirect this. This looks like a mess of unfounded conspiracy-mongering; it's widely agreed that the Indonesian military is largely run by heartless scumbags, but this story doesn't seem credible. Even the Morning Herald article cited, if this is it (can't find any more credible archives of this paper, unfortunately), calls this an unfounded theory. LexisNexis does turn up a news article from the Australian Associated Press (AAP) for 11-dec-2002 that mentions that the NGO hosting the article above did allege a Jemaah Islamiah-military link. I wouldn't object if someone briefly mentioned this allegation in 2002_Bali_terrorist_bombing, but I'm not going to do it - the allegation didn't get much past this one newswire story as far as I can tell.
