Apology[edit]

I must apologize for the bad mistake I made in trusting my memory, and deciding to respond to a message on my talk page before dealing with changes on my watchlist. I did not have the Annuario Pontificio to hand when I replied. I see now that it puts "Vietnam" in italics, as for the few countries for which it gives apostolic delegates. I don't know whether that materially alters your judgement on whether to consider Vietnam as having "other relations". My opinion is still that the Vietnamese government's agreement to the appointment of a non-resident representative (to the government, surely) does mean "other relations". The Annuario gives Archbishop Girelli as "Rappresentante Pontificio" for Vietnam, not as "Delegato Apostolico", as for instance Archbishop Tschang for Laos. The italics for "Vietnam" are quite logical: there aren't (yet?) diplomatic relations.

I have just noticed another thing. Archbishop Mamberti has given a talk in Australia on "the diplomatic activity of the Holy See" (the text in English may yet be available only on a link that Wikipedia blacklists). He speaks of "the State of Palestine" as having a mission to the Holy See. I don't have the 2014 Annuario, but the 2013 edition (p. 1361) speaks instead of the PLO ("Organizzazione per la Liberazione della Palestina"). The Holy See seems to have at least implicitly recognized the State of Palestine: see, for instance, this. And the map we discussed seems to me to use the light green colour for the State of Palestine. In that case, Vietnam is not the only area with that colour. Arthur Richard Dillon[edit]

Dear Gugganij. Thank you so very much for your correction on the number of tassels in the article Arthur Richard Dillon. I had not counted them but took the number from the article Archbishop. You seem to be an expert on the matter. Could you not add an explication for the variation in the number of tassels in that article? Hi Johannes, there are non-cardinals whose green galeros show 15 tassels on each side: patriarchs and primates (e.g. the Primate emeritus of Poland Henryk Muszyński). Dear Gugganij. Thank you very much for your quick response and efficient help. I read the mentioned article. I think Arthur Richard Dillon has 15 tassels because as archbishop of Narbonne he was a primate. Narbonne was once the capital of the Roman province "provincia narbonensis". The Latin inscription on his grave slab says "Hic iacit corpus ... Archepiscopi ac Primatis, Comitiorum Occitaniae Praesidis Nati" (my comma!), which might translate into "Archbishop and Primate, President-born of the estates of Languedoc". Hmm.
