Yes - I must admit that I cannot find numerous references on Google presently. When I first heard that preemption was used I did not believe it and did some digging and convicned myself that it was in-fact true. But you seem to have more solid evidence. Images need to have an image tag applied to the image description page indicating the copyright status of the image.
