This city does not exist, can't find references anywhere. The only Bucaramanga that can be found is Bucaramanga, Colombia.
What happened, according to the page history, is probably that someone created the article about Bucaramanga, Colombia (see first revision), and since it mentioned "Bucaramanga, Santander", User:Moncrief thought it was Santander, Spain instead of Santander, Colombia, and changed the page. --Fibonacci 17:55, 22 Aug 2004 (UTC)
