Not quite true? The EU allows movement within the European Economic Area, which is a little larger than the EU itself? There are 3 countries (Iceland, Liechtenstein and Norway) which are outside the EU but within the EEA. Will try to remember to check if nobody else picks up on this. Tricky area of law.
