I would agree to this change, because tagging it with this is like tagging it with a disambiguation page, which leaves others guessing at to what kind of public domain image it is, or if it is public domain at all. Public Court Records[edit]

http://en.wikipedia.org/wiki/Wikipedia:Image_copyright_tags/Public_domain has no entry for such records. I believe all court filings are public records, and therefore public domain (for example, all the court filings posted on thesmokinggun.com, or Scientology documents filed in court and subsequently widely disseminated, with the court record being used as justification for publishing an otherwise secret document). Evidence: "the public record of any court case [is] in the public domain" according to public domain, with a citation.
