I searched for keywords and found the Edict on Maximum Prices article. The Edict, inter alia, set the death penalty for profiteers (incl. price gougers) and set maximum prices for products. The Edict was issued by the Roman Emperor Diocletian in the year 301 CE, apparantly applying to the whole empire, and was ineffectual by the year 305 CE.
