”...Institute of Theoretical and Experimental Physics (ITEP), one of the leading Russian scientific centers that has sustained during the last two decades its reputation, honor and prestige, is practically going to cease its existence. The Institute has striven for its existence for years against the Government; this unequal struggle has amazed many experienced administrators and politicians... ITEP still occupies the leading position among other scientific centers in Russia, which is unbiasedly confirmed by highest index of citation of works written by ITEP's scientists...
...The current form of merging ITEP and Kurchatov Institue that has been approved by President Dmitry Medvedev is an obvious mistake. It would have been difficult to imagine that the goal of the president were elimination of ITEP and expropriation of the 370,000 square meters land plot in Moscow where the Institute resides. However it is the land seizure that is happening right now. This is how Russia is going to proceed into the bright innovative future advocated frequently by President Medvedev during his presidential term: without the scientists, without the education, in a shameful and dishonorable way...”
